About ICHO

The Interuniversity Center for Family Medicine Training (ICHO)  wanted to create a transparent online system of quality indicators for general practice training. Möbius supported the process by defining the indicators and building the measurement framework, designing an online dashboard to visualize the results, and developing the marketing and launch campaign — all through a participatory approach involving all stakeholders.


Strategic Challenge

The quality indicator system pursued four key objectives:

  1. To guide GP trainees towards the highest-quality training practices.

  2. To ensure that high-quality, committed training practices can host a GP trainee each year.

  3. To stimulate continuous quality improvement across all training practices.

  4. To identify, remediate, or phase out underperforming training practices.

Möbius provided a coordinated approach to develop an online “TripAdvisor-style” system to evaluate the quality of GP training practices.

Approach & Results

Möbius guided ICHO and a dedicated steering committee through a structured, multi-phase process:

ICHO fases

Phase 1

The project was introduced to all relevant bodies, clarifying the desired level of participation and communication for each stakeholder group. Based on this, the steering committee helped refine the action plan.

Phase 2

Quality dimensions and indicators were identified through desk research and workshops with various stakeholders, including:

  • The ICHO steering group and the Workplace Learning Working Group.

  • The OVERSTAG platform for GP trainers and the association of GP trainees (‘t HOP).

  • Regional coaches (RECOs), training coordinators (STACOs), and ICHO staff.

Online surveys were also conducted to determine which indicators were most relevant and differentiating. Respondents included GP trainers, trainees, alumni, and coordinators.

Regular alignment with the steering committee ensured a well-balanced list of indicators. The outcome was a complete measurement system with dimensions, subdimensions, indicators, weights, and a validated questionnaire for data collection to feed the quality dashboard.

Phase 3

Möbius designed a concept dashboard with multiple user views aligned with functional needs. ICHO’s technical partner then developed the interactive online dashboard under Möbius’ guidance.

Phase 4

The questionnaire and dashboard were extensively tested with about 150 participants (trainers, trainees, coordinators, and coaches) in two pilot rounds. Each round consisted of three steps:

  1. Use

  2. Provide feedback

  3. Participate in an online workshop to discuss improvements.

 

Marketing & Implementation

Möbius also supported the marketing and rollout campaign, including:

  • Naming: A name contest during the pilot phase resulted in “TOEKAN” (Tool for Consultation and Evaluation of Quality Standards).

  • Logo design: Matching the new brand and color schemes of the partners.

  • Promotional video: Featuring testimonials from the steering committee and pilot participants (a full-length version and a 1-minute teaser).

  • Supporting materials: Such as indicator sheets and rollout templates.

Finally, Möbius helped plan and guide the implementation and launch of the system.
